In the current globalized context, where certainty has started to vanish anduncertainty is the only constant element in our lives, we need to educateethical global citizens, who are able to navigate these troubling waters.This is indeed one of the objectives of higher education institutions, but notthe only ones, schools are starting to realize that this is a must. Primaryand secondary education play a key role in setting the first foundations forthis type of education, which is included in the International Educationacademic field. Bilingual programs play an important role in promotingknowledge about other cultures, helping students to start becomingcomfortable in unknown settings, and helping them to communicateeffectively across cultures. This is part of international education, and ithelps the internationalization processes of higher education institutions.

In this keynote, I will present Pluriliteracies for Creative and Responsible Global Citizenship as apedagogic approach that moves the language(s) classroom from a primary focus on proficiencytowards deeper learning: learners build disciplinary ways of constructing knowledge anddevelop pluriliterate repertoires for communicating understanding across languages, cultures,communities, genres, and modes. In the social and political conditions of our time, this deeperlearning must also include the capacity to engage with global issues and fragmented publicdiscourse: to examine knowledge claims, consider divergent perspectives with empathy andopenness, and participate in ways that are ethically responsible. Central to our approach arecognitive empathy and compassion (for self and other), which deepen understanding and helplearners build bridges across echo chambers whilst sustaining ethical vigilance.

Víctor Pavón Vázquez es Catedrático en la Universidad de Córdoba, donde imparte docencia en las áreas de pronunciación, metodología EFL y enseñanza bilingüe. Es miembro de la Comisión de Acreditación de Lenguas de la CRUE, actual Director General de Política Lingüística y Director del Centro de Lenguas UCO idiomas de la Universidad de Córdoba.
Como profesor e investigador, participa activamente en programas de bilingüismo educativo. Sus intereses actuales se centran en la investigación sobre resultados de programas de enseñanza bilingüe y la formación en competencias específicas del profesorado para este tipo de programas.

The growing ambition of universities to strengthen their international profile hasintensified the need to rethink language use and language management across alllevels of higher education. Within the European Higher Education Area,internationalisation has become a strategic priority, leading to a significant increase inprogrammes and courses taught in English as a means of attracting internationalstudents, fostering academic mobility, and enhancing global competitiveness.Nevertheless, despite this rapid expansion of English-medium instruction andmultilingual practices, there is still limited consensus regarding the objectives, scope,and implementation of internationalisation policies. Universities often lack a coherentand homogeneous institutional approach capable of addressing the complex linguistic,pedagogical, and organisational challenges generated by this new scenario, withoutestablishing comprehensive language policies that ensure academic quality, linguisticinclusion, and long-term sustainability.

Licenciado en Filología Francesa por la Universidad Complutense de Madrid y Catedrático de Francés.
Ha sido Consejero de Educación en la Embajada de España en Londres, Director del Centro Regional de Innovación y Formación “Las Acacias”, Director General de Mejora de la Calidad de la Enseñanza de la Consejería de Educación de la Comunidad de Madrid, Director General de Evaluación y Cooperación Territorial en el Ministerio de Educación, Cultura y Deporte y Consejero de Educación de la Embajada de España en Washington.
En la Comunidad de Madrid ha sido responsable del desarrollo de la enseñanza bilingüe en educación primaria, del diseño y la implantación de la enseñanza bilingüe en la etapa de secundaria, de la gestión del programa de auxiliares de conversación, de la formación del profesorado y del desarrollo de una formación específica para el programa bilingüe.
Dirigió el Congreso EICE 2016 y es Director de los Congresos Internacionales de Enseñanza Bilingüe CIEB. Es autor de diversas publicaciones y ha impartido un gran número de ponencias y conferencias. En la actualidad es Presidente de la Asociación Enseñanza Bilingüe y Vicepresidente de Profesionales por la Educación Internacional.
